Apprenticeships can be a very good way to train new and existing members of staff, and CareSkills has over 15 years experience of successfully delivering Adult Care Apprenticeships. However, Apprenticeships have significantly changed since the introduction of the Apprenticeship Levy in 2017 and there are a number of key requirements employers must be aware of before an employee can be signed onto an Apprenticeship.

An Apprenticeship now has 2 distinct parts. Part 1 is called the On-Programme element which is where the employee studies for the Care Certificate, Diploma in Care, English and maths Functional Skills. Once these have all been achieved, the employee moves into part 2 which is called the End Point Assessment (EPA). EPA is a quality assurance process run by a third party during which the Apprentice undertakes a multiple choice assessment and professional discussion.


All employers have to make a mandatory payment of 10% towards the cost of the Apprenticeship, in order for the Government to release its 90% payment. A L2 or L3 Adult Care Apprenticeship Standard with CareSkills costs £3,000.

If your organisation does not pay the Levy, then it will have to pay CareSkills directly. Employees are not under any circumstances allowed to make a financial contribution towards the cost of Apprenticeship training.

If the employee is aged 16-18, the Government will pay an incentive payment of £1,000 to the employer. This amount is paid in two installments, at month three and month twelve of an Apprenticeship, and is paid to the employer via the training provider.

Off the Job Training

With the introduction of the new Apprenticeship Standards, the Government specified that an Apprentice has to spend at least 20% of their weekly contracted hours whilst on an Apprenticeship undertaking Off the Job Training. This is time when they are at work but not available to perform the duties they are employed for and is only for the vocational element of the Apprenticeship. Additional hours training time will be required if the employee has to complete the English and maths qualifications.

An Off the Job Training plan and schedule has to be drawn up between CareSkills and the employer before initial assessment to identify whether or not the employee is eligible for funding. If both parties are unable to draw up and firmly commit to the required Off the Job hours and plan of delivery, then the funding rules say the employee is not eligible for funding.

The actual total hours of Off the Job required is a figure net of annual leave entitlement. As an example of the time commitment, for an employee on a 37.5 hour per week contract, a typical 15 month Apprenticeship programme requires a minimum of 403 hours vocational Off the Job training. That is at least 403 hours when they are not available to carry out the duties they are employed for, and they will require additional hours to complete English and maths if necessary and preparation time ahead of the End Point Assessment process.

End Point Assessment

Unlike the previous Framework system which was portfolio based, the new Apprenticeships are made up of what is called On-Programme learning (delivered by the training provider and including the Diploma in Care) and End Point Assessment which is an external quality assurance process undertaken by a third party. It is up to the employer to decide whether or not they wish for the employee Apprentice to go forward to the End Point Assessment process.
